Upon the request of an owner, lessee, or authorized manager of private property, a member of the police department or director of public works shall investigate to determine whether or not a vehicle has been discarded. Upon a form provided by the police department or by the director of public works the complainant shall indicate that he or she believes and swears that the vehicle has been standing and unattended in the same location and that he or she has no knowledge as to whom the vehicle is registered or that the owner of the vehicle cannot be contacted for removal purposes. It shall be unlawful for a person to cause a discarded vehicle to be removed from private property and deposited upon the roadway. After the complainant has complied with the requirements of this section, a police officer or director of public works may issue an appropriate summons and complaint for the parked vehicle (model traffic code section 1204, as amended) whereupon the complainant shall have the right to cause the vehicle to be towed.
