(a) The commencement and all subsequent proceedings through and including appeal on matters concerning a traffic offense shall be the same as those provided and required for noncivil municipal ordinance violations.

(b) When the court determines that a person charged with a traffic offense is guilty of a lesser included traffic infraction, the court may enter a judgment of guilt or liability as to the traffic infraction. (Code 1979, § 37-153)
