Any area created pursuant to this article may be dissolved after notice is given and a hearing held in the manner prescribed by subsections 130-557(a) and 130-558(a). After hearing any protests against or objections to dissolution, if the city council determines that it is for the best interests of all concerned to dissolve the area, it shall so provide by an effective ordinance, a copy of which shall be filed as provided in section 130-559(a). Upon such filing, the dissolution shall be complete. Notwithstanding any provision herein to the contrary, no area shall be dissolved if any contract, obligation, lien, or charge of the City or any related entity to which any revenues from an enhanced tax or enhanced taxes are pledged remains outstanding.
