Insofar as 31 C.F.R. 215.12 or any other federal code provision which amends such provision is in conflict with sections 130-466, 130-473, 130-474, 130-475, and 130-476 of this Code, the federal government and its agencies are exempt from the liabilities, penalties and collection requirements in such sections.
