All overhead electric distribution lines, overhead telecommunications lines, telecommunications facilities, excluding WCFs, and all street lighting circuits constructed after enactment of this section shall be installed underground, and street lighting shall be provided by means of the standard ornamental facilities in accordance with applicable city standards.
