Failure of any permittee to meet any of the requirements set forth in this chapter may result in the suspension or revocation of such permit by the manager. Appeal of the manager's decision may be made to the city manager or his or her designee by delivering, in writing, to the city manager the specific grounds upon which the appeal is based. Such appeal must be delivered within ten business days of the final decision by the manager of the urban renewal division. The city manager shall hold a hearing within 30 days of receipt of the appeal and shall issue a decision within ten business days after the hearing. The decision of the city manager shall be final.
