No permit shall be issued until the applicant has paid in full the applicable fee as established by the city manager pursuant to section 2-587 of this Code. Fees shall be paid on an annual basis. The determination of annual permit fees shall be cost neutral and based upon the reasonable annualized cost to provide and maintain such boxes. (Ord. No. 2007-68, § 1, 10-29-2007)
