(a) Generally. A certificate of qualification, referred to in this division as "certificate," is authority granted to the person to whom it is issued to perform and supervise work in the particular trade for which he or she is qualified. The certificate is obtained only upon successful completion of an examination. The certificate is an individual certificate and shall not be construed to be a license. The certificate is not transferable.

(b) Required. Every supervisor required for a particular endorsement shall be required to obtain a certificate for the particular trade for which the endorsement is issued.

(c) Annual fee. After approval and before issuance of the license or registration certificate and every year thereafter before or on the anniversary date of issuance, the applicant shall pay to the city the fee applicable to those enumerated in accordance with the schedule of fees recommended by the chief building official and approved by the city manager.
