The city council declares its desire to restate the city policy regarding the assessment of costs for special improvement districts for improving of public streets within the City. This division shall supersede all resolutions heretofore adopted by the city council insofar as they relate to improvement district policy. This division shall not supersede existing annexation agreements or other agreements with the City. (Code 1979, § 34-150)
