If, after 15 days' notice, a party to a proceeding under this article does not appear at a hearing either in person or by counsel, the matter may be heard and decided in the party's absence. No subpoenas shall be issued for the hearing, and no party shall be required to testify against his or her will. (Code 1979, § 34-179)
