If notice has been given one time to an owner, pursuant to the terms of section 114-29, and garbage, rubbish, and debris continue to be present at the time of each notice, the city shall have authority to proceed in accordance with section 114-29 without further notice to the property owner, and costs shall be assessed in accordance with section 114-29.
