The collection and transportation of garbage, rubbish, debris and waste materials shall be supervised by such officials, authorized by and under the general supervision of the city manager, and the collection and transportation of garbage, rubbish and debris and waste materials shall be conducted in such manner as not to endanger the public health and not to become an annoyance to the inhabitants of the City.
