It shall be the duty of the person conducting a garage sale to ensure the free flow of traffic and pedestrians in the immediate vicinity of such garage sale so that hazardous conditions do not exist. A member of the police department shall be empowered to make a prima facie determination of whether hazardous conditions do exist so as to pose a danger to pedestrians or vehicular traffic. If such condition is determined to exist, such member of the police department shall have authority to order the immediate cessation of the garage sale. (Code 1979, § 32-47)
