(a) Generally. Decisions of the board of adjustment and appeals shall be by motion. The board may decide, in exercising its powers and duties, to affirm, overrule, reverse, modify, amend, in whole or in part, or grant any variance or waiver, including the orders, requirements, decisions or determinations made by the administrative official.

(b) Vote required. A concurring vote of three members of the board of adjustment present shall be necessary for a decision in favor of the appellant; for a decision overruling, reversing, modifying or amending in whole or in part the action of the administrative official or for approval of any motion.
