The city council shall appoint the members of the board of adjustment and appeals, referred to throughout this article as the "board of adjustment," who shall consist of five members. Members shall be registered electors, residents of the city for at least one year immediately preceding the date of their appointment, and the holder of no other office or position in the city administration.
