Under this article, an appeal is perfected by filing with the director of human resources a written statement setting forth the reasons why the disciplinary action should be reversed, within five days after the date the disciplinary action is taken. Only those reasons set forth in the written statement shall be considered by the career service commission, and evidence presented by an appellant relating to reasons other than those so stated shall be rejected and not be considered by the commission.
