Persons in the career service system shall hold their respective ranks or grades according to their competency and tenure. All persons having regular ranks or grades in any department pursuant to the provisions of relevant ordinances shall retain their respective ranks or grades without examination or further appointment, and all of such personnel shall be members of the career service system.
