Appointments and promotions to all career service positions shall be made according to merit and fitness, without regard to race, creed, color, religion, national origin, ancestry, or age, and without regard to sex or disability, except as provided by law. Competitive tests to evaluate competence shall be based on the duties, responsibilities, and requirements for each entry level position. Candidates for positions shall be placed on a certification list based upon their scores on such tests; except that veterans and their surviving spouses shall be given the preference for entry level positions as provided by the state constitution.
