Employees who were participants in the plan on December 31, 1988, shall automatically become participants in this amended and restated plan as of January 1, 1989. Any other employee hired on or subsequent to January 1, 1989, shall automatically become a participant upon completion of one hour of service, except for those employees who are enrolled in the executive money purchase plan established under section 102-321. A participant may not terminate participation unless employment with the city terminates. Any employee hired after December 31, 2011, who fulfills the requirements under section 102-139(g) to repurchase or reestablish service credit that had been earned prior to January 1, 2012, or who qualifies under section 102-142(g) to resume pension benefits that first began prior to January 1, 2012, shall be considered to have been a participant in the plan prior to January 1, 2012.
