Whenever an ordinance is required to be published, it shall be made publicly known by publishing it in full at least seven days prior to final passage on the City's Internet website and by ordinance number and title only in a newspaper of general circulation in the City, together with a statement that the full text is available for public inspection and acquisition in the office of the city clerk and on the City's Internet website. Both publications shall contain notice of the date when said proposed ordinance will be presented for final passage. Upon final passage of the ordinance, the city clerk shall publish such ordinance in the same method as is required for the first publication and shall include the date when said ordinance was passed and its effective date.
