Nothing in this article shall preclude the city manager, city attorney, presiding judge, or court administrator from adopting rules, regulations, or policies with respect to ethics matters for the employees under their supervision. In addition, if an elected official is employed by another governmental entity and there is a conflict between any provision of this article and the rules, regulations, or policies adopted by that entity, he or she shall be subject to the more stringent rule, regulation, or policy.
