If the petition accompanying the proposed ordinance is signed by registered electors of the city equal in number to fifteen (15) percent of the total vote cast in the last regular municipal election, and is filed with the city clerk at least sixty (60) days prior to any regular or special municipal election, and contains a request that said proposed ordinance be submitted to a vote of the people if not passed by the council, the council shall within thirty (30) days after the attachment of the clerk's certificate of sufficiency to the accompanying petition either (a) pass said ordinance without alteration, or (b) call a special election unless a regular municipal election is set within ninety (90) days thereafter; and at such special or regular municipal election, said proposed ordinance shall be submitted without alteration to the vote of the registered electors of the city, but not more than one special election under this article shall be held in any twelve-month period.
