The council shall cause the ordinances to be codified and revised at such intervals as it deems necessary or desirable. Codification may be accomplished by the adoption of such a code by reference, as herein provided. All additions or amendments to the code shall be adopted as ordinances, and when passed in such form as to indicate the intention to make the same a part of the municipal code shall be deemed to be incorporated in such code.
