All powers of the City of Aurora not otherwise limited or conferred upon others by this Charter shall be vested in a council consisting of eleven members, one to be elected from each of the six wards, four to be elected from the city at large, and one who will run and be elected at large specifically for the office of mayor. In the event there are no candidates for mayor, there shall be five members elected at large, and the mayor shall be chosen by the council, from the members at large, after the election. (Ord.
